IIRC you get a realy hefty fine or you lose your license if you get caught doing it here.

remember driving home a few years back during school holidays, it was warm, but it had rained and some kids were standing next to a large puddle pointing and shouting at me to drive through it and spray them with water.....I of course obliged and everyone was smiling by the end of it lol
Because it is dangerous, moronic behaviour. Not only does it cause the pedestrians to be soaked and inconvenienced, it has the potential to cause a serious accident and injury to bystanders or other road users. The possibility of the driver losing control when one pair of wheels hits water and the other pair does not can not be overlooked.
I understand the driver is potentially facing a big fine......the bigger the better as far as I'm concerned.
