I understand the EGR valve remains closed at WOT, if so couldn't it be easily fooled with an ECU tweak rather than all the blanking off work?.

Sure can, but mess with the EGR too much, such as blanking it off, and your DPF regens will default to km based burns rather than actually measuring it. EGR is an integrated part of modern DPF's sadly, but the relationship varies between models. Reduction is the key, not turning off.
