If 35% is the legal limit the whole way around, how come the manufacturers office privacy glass packs from the factory? For sure those packs aren't 35%.

Not sure about privacy glass, but for commercials you can have darker than 35% on rear windows and windows in cargo area. Or advertising... or whatever you like really.
I reckon factory offered options have to cover some new ADR's about "privacy glass" but these may not necessarily be the same standards as for aftermarket tinting - theres not really any reason for the aftermarket tinting legalities to be either particularly sensible, nor the same as ADR's, I reckon![]()

Maybe it's similar to an exhaust flapper. If a manufacturer does it, it's ok but heaven forbid any of us do it.

Privacy glass is ghey if it doesn't block out much UVA anyway, who would bother tinting over it as they think it's already tinted. Two tone tint really doesn't look good like you see on some cars.
