Probably but he doesnt mention fitting them and I was referring more to the rules than his car
He refers to levelling from inside the car which is not an auto leveller. My Polo has this on the dash but the Passat wiggles its lights when you turn them on to get them at the right level which is the proper and legal way its done.

Frankly I'm not a big fan of auto levellers. It always seem to cause a lot of glare to other road users. I'd prefer to have them dipped manually at the lowest setting.
I really love the auto swivelling feature on my Tiguan HIDs though
Probably an ignorant question, but what do the headlight washers have to do with installing these lights? Are the washers not controlled independently (ie, through the wiper system which you control internally)? Are they wired into the headlight assembly somehow?
I would love the get these on my GTI... just want an easy way to do it!
As I understand it they are to keep the glass clean so as not to let the beams flare due to dirt distorting the light and blind people due to their brightness
I was also told not to put headlight protectors on for the same reason..
Some earlier model cars also had wipers on the headlights as well as washers.
The Passat ones wash every 5th time the wipers go on.
Will be a long time between washes in Qld as we have had 2 hrs of rain since 29th June

MK6 Front Bumper Removal
There are allot of rules regarding mods, not all logical but rules non the less.
Just use a common sense approach and you'll be fine. I've aligned my lights accordingly and can guarantee its not blinding any drivers. What makes it illegal is it doesn't have a $1k auto-levelling motor... ?!?
The automatic levelling system is supposed to adjust the headlight beam according to vehicle load (i.e. passengers and/or cargo) via sensors attached to the suspension.
It's quite easy to dazzle oncoming traffic if the beam isn't adjusted for load (even with halogen bulbs, let alone gas discharge bulbs) which is why nearly all European cars come with a manually-operated beam level adjuster.
However, the regulations state that this has to done automatically for cars with gas discharge bulbs.
The high output of gas discharge bulbs (typically 3200 lumen for a D1S bulb, compared to 1500 lumen for a H7 bulb) inevitably means that their usage is going to be strictly regulated.
I finally got the chance to do the coding for the Chinese replica headlights. After trying the codes suggested we got nothing. We hit the forums in hope of (pardon the pun) getting some light.
One thread on here said to change byte 15 or 18 (I can't remember) to E4. This byte was about the whole cars lighting system and with warning suggesting not to change this.
With nothing really to lose we change the byte, lights now set for a scirocco RoW. And hello the LED running lights were on. Only problem the warning for the R taillights is now on. We tried a number of other tick and flick options and even reverted back to the old code in the hope that it might just work.
I had two options no error on the MDF and no LED's or LED's with the error light. I choose the error option as the reason for buy the replicas was for the LED option after all.
On my way home I also discovered another problem. To have the LED's on the lights need to be on the park light option. I've turned the drls off on the MDF but still only work when watched on parkers.
ideas that may help? I am sure it just in the coding that we have forgotten to tick or not tick
I'd be contacting the seller requesting more info, and, failing that you could try the US forums (VWVortex etc) or Ross-Tech themselves (if you own VCDS). Beyond that, I'd say you're out of luck - coding the Central Electrics module for a replica set of lights possibly intended for foreign market cars and differing versions of the Central Electrics module sounds like a world of pain.

Well there are others on here that have got them and are working fine and figured it would be the best [lace to first. I mean isnt that what a forum is about? so I was hoping for a little info as I am no pro when it comes to the Central Electrics module at all.... no even newbie!!!
