I activated mine on a 2013 Beetle with this harness from Ebay. It replaced the harness between the bluetooth module and RNS510(in my case) You also need VCDS to activate it. It may or may not work in your case but something to look into.

Check the long coding helper for the module. I don't have the same module so I can't be sure that this is correct from the label file:

If this is the correct label file then you have 0xx?xxx set to 2=3/4 spoke steering wheel with multifunction without cruise and voice control. Try changing this to 3 and test it ie your new coding will be 0013122.
