2010 Tiguan lower bumper

In addition to the buggered air con compressor, someone just backed their car into the Tiguan as the GF was leaving the carpark at the market. Punched a little hole in the lower rear bumper with their towbar and then tried driving off. She blocked them at the exit and got their details but they were "Meh! It happened in a carpark so we are both at fault." Whilst I think that is rubbish, proving she was at fault will be next to impossible.

Excess on the insurance is $600, so obviously don't want to claim on that if I can source a lower rear bumper and swap it over cheaper (or get the other person to pay for it). Had a look on the net and can't find a lower rear bumper with the cutouts for the parking sensors. So I thought I would throw it out to the forum for hints and tips on how to proceed.
