any risk taking the plastic liner completely off?? any wiring or anything under there, I'm suspecting that's what I'm rubbing on, could there be anything else

Passenger side has a vacuum tank and drivers side stops water getting on air filter if cai. Can cut them to retain those sections
If you've rubbed enough it'll be noticeable.
Shouldn't really have nay dramas with them removed completely but I would trim them personally.
Regarding the wheels, I'm fairly sure they were made by schmidt for vr6 fitment. Good offsets, correct centrebore and stud pattern. :)
get a low profile jack or drive the front wheels onto some wood first then use your jack ;)

Get euro image motor mount spacers.
Aluminum is weak. You would scrape a hole in it in no time
