They're basically covers that go "inside" the springs and sit on the spring seats. I bought a set from a parts dealer and he was actually telling me that I didn't really need them.

bump stops are rubber bushings that slide over your shock absorber shaft, limiting the maximum downward travel of the suspension.
you definately need them, they are a good idea.
you cant get lowered bump stops, they would be pointless.
you will damage your shock absorbers if you don't have them and your suspension bottoms out.
