My view is that an Australian spec R32 is just a more luxuriously finished car compared to the standard GTI, although the gap can close depending on the options on the GTI. For a start, the R32 has colour coded bumpers and side skirts, while the GTI has black plastic for the lower parts of the car. The R32 will also have Xenon lights, whereas these will only be on the GTI if chosen as an option from the factory (BTW, be wary of Xenons on GTIs that are not factory fitted - they are likely to be illegal). The stock wheels on the R32 are 18 inch, while 18 inch is an option on the GTI. The R32 has AWD, central exhaust that looks beefier, and is more likely to come with reversing sensors and other options because people probably paid for those when they originally bought a higher spec car. This is also why I suggested a GTI Pirelli edition, because it has many of the higher specs like the R32.
In terms of options, many (such at better head unit and Bluetooth) can be easily retrofitted if they are missing from either car, although you will need to factor in cost. On that, options are cheaper if they are already on the car because the price differential between cars that are fitted and not fitted is generally smaller than the cost of retrofitting.
